Certification is issued by a legal regulatory medical body and not by the country.
While certification is issued by a regulatory body in the state, licensure is issued by the state itself. Licensure is somewhat different from certification. A license is a countenance to practice your art you have gained through schooling or various training.  A licensure procedure differs from state to state and is bounded by the law of that state.
